Dolbeare Advises Advocates to Be Inclusive in Getting Message Out

Cushing Dolbeare, a guiding light in the affordable housing field, was recognized for her half-century career at a breakfast meeting of the National Council of State Housing Agencies (NCSHA) legislative conference on March 9 where she provided some thoughts about the future, telling housing advocates they need to get their message across to the public and to people they may not agree with politically. Dolbeare said that the low-income housing tax credit has had a remarkable record for a housing production program and that NCSHA members have "played an enormous role in making the tax credit useful as it is today." But she suggested there is a need to refine the tax credit so that it can be more effective. Dolbeare said that a way should be found to provide a useful level of supportive services for extremely low-income tenants who live in tax credit housing, typically with the help of Section 8 voucher assistance.
