Knowing When to Say No and Providing a Way Forward: The Commander's Emergency Response Program and the Advising Judge Advocate

The CERP is first and foremost a commander's tool, but its contribution to the DoD's mission is not commander-specific. Its successes and failures are felt from deployment to deployment-from one commander to the next. Consequently, the program's aims cannot and are not wholly defined by the immediate desires of any particular commander. In testimony before the U.S. Senate, General David H. Petraeus, Commander, U.S. Central Command, called the CERP "a vital counter-insurgency tool for our commanders in Afghanistan and Iraq."
