Building on HUD's enterprise income verification (EIV) system, the Rochester, N.Y., Housing Authority (RHA) has adopted its own anti-fraud policies and procedures which rely on EIV to identify discrepancies in reported income and use repayment agreements to recover retroactive rents. The policies went into effect about two years ago, after the RHA began participating in EIV, the Internet-based data system that HUD makes available to all PHAs for income reexaminations of public housing and Section 8 voucher tenants. The system generates reports which identify families who have substantially underreported household income.
