Income Verification in Subsidized Housing Programs: The Utility of Techniques from Welfare Programs

The study reviews income verification techniques used by welfare agencies and analyzes their applicability to three housing programs: Section 8, Section 236, and Public Housing. The report presents an overview of major techniques and an analysis of their applicability to the housing environment. Housing and welfare programs relevant to this study are also described and a framework for examining eligibility verification techniques is provided. These techniques include quality control, incentives, clarification and standardization of procedures, documentation requirements, and computer - aided eligibility determination. Other techniques include file matching, monthly income reporting systems, and selective case action.
