Baltimore Fair Housing Case Produces Suburban Rental Units In Low-Poverty Neighborhoods

As part of the court decree in the Thompson v. HUD lawsuit to reduce segregation in Baltimore public housing, the nonprofit Homes for America is buying 57 homes in areas with low poverty rates and low African-American populations.rnIn the case, the U.S. District Court of Maryland ruled that HUD violated the Fair Housing Act by failing to pursue a regional solution to the public housing segregation problem. (For background, see Current Developments Vol. 34, No. CD-7, p. 218.)rnHomes for America has contracted with the Housing Authority of Baltimore City (HABC) to purchase and manage the 57 units, which are considered relocation units for Broadway Homes, a public housing development with a 22-story building for the elderly and disabled and 99 units of adjacent family housing. HABC will provide capital funds to buy the homes and operating subsidy for the housing units.
