The aim of this paper is to study the problem of excess utility allocation on public rental housing system with the method of fair entropy. At first, it reflects the advantages of public housing supply system of fully cooperation between government and enterprise on total utility creation. Then, it introduces "fair entropy," to design the distribution mode of the excess utility. Finally, this paper illustrates the importance of the excess utility distribution coefficient as well as government and developer in building public housing system through the empirical.
