The National Leased Housing Association (NLHA) and the National Affordable Housing Management Association (NAHMA) have objected to a HUD policy for Section 8 mark-to-market (M2M) projects which requires owners to use project replacement reserves to pay for all major repairs and replacements rather than allowing owners to fund some expenses from the operating account.rnHUD has been requiring project owners to forfeit their annual incentive performance fee (IPF) and capital recovery payments (CRP) if they do not refund the cost of any repairs or replacements that were paid from the operating account instead of the replacement reserve.
