HUD Plans to Announce New Trend Factor Methodology When Proposed Fiscal 2013 FMRs Are Published

HUD plans to announce a new Section 8 fair market rent (FMR) trending methodology when it publishes proposed FMRs for fiscal 2013. The department published a notice requesting comments on the trend factor methodology in the March 9 Federal Register. (For background, see Current Developments, Vol. 39, No. CD-6, p. 166.) Because of the divergence of comments, HUD has determined that additional study is required to choose an appropriate methodology. It summarized the comments when it published the proposed fiscal 2012 FMRs on August 19. According to the department, the only consensus was that some trend factor is needed.
