HUD Seeking Comments on Changes In Trend Factor Used to Set FMRs

HUD is seeking comments on the trend factor used in the calculation of Section 8 fair market rents (FMRs), which is intended to make sure that the FMRs published at the beginning of a fiscal year will be current for that year. A notice outlining alternatives to the current trend factor was published in the March 9 Federal Register, and HUD is requesting comments on those options, as well as any other proposals. Comments are due April 8. Currently, HUD uses Consumer Price Index (CPI) data for rent and utilities to set the FMRs. Because the date of the annual CPI data is the end of the previous calendar year, it is trended forward 15 months to establish FMRs for the coming April, the midpoint of the fiscal year.
