Discusses the problems faced by librarians in providing information needs to individual users and groups in various subject fields. Identifies the objectives of the parent institutions and the limitations of the available library collection. States the facilities provided in spite of the limitation of funds in developing journal resources and literature. Explains the methodology used for ascertaining the needs of users. Presents the problems in providing the bibliographical services and limitations in procurement of the journals.
