There is a lot of knowledge and expertise locked up in the heads of trainers in the field of dangerous goods transport. When things change, they are often the first to know, as it is they who have the task of passing on that knowledge to the people at the front line. And since the formation of the Dangerous Goods Trainers Association (DGTA), they also have a representative body with non-governmental organisation status at the UN Sub-committee of Experts on the transport of dangerous goods, so they can provide direct input to the rulemaking process and ensure that the intent of the regulators can be fulfilled.
