The South Carolina Supreme Court will hear arguments tomorrow about whether the city of Columbia can use water and sewage utility revenues for other needs. Community activist Joseph Azar initially filed a lawsuit against the city in 2011 alleging that Columbia elected officials siphoned $78.6 million from the water and sewage fund to use on economic development and public relations, while "neglecting badly needed repairs and upgrades to [the city's] water and sewer system."
