Billboards demanding a "just transition" for coal miners into new industries went up in two cities playing host to upcoming meetings that will determine the scope of the Obama administration's federal coal program review. Fierce coal critic WildEarth Guardians is behind digital screens reading, "They've kept our lights on, now we can help them transition" next to pictures of coal miners along Interstate 80 in Salt Lake City and Interstate 25 in Casper, Wyo.
