PROPOSED SOLUTIONS

Given a scenario wherein individualisation of rights on land is gaining a grip on customary lands, the following pertinent question arises: what land-tenure policy should Government put in place to safeguard the livelihood interests of the rural poor while at the same time preventing obstruction to development? First of all, Government should recognise that land-tenure reform in rural areas does bring benefits, especially to the wealthy elite, but that these benefits accrue at the expense of major harmful impacts on the local rural population as a whole.
