In Germany, the planning instances created by the Construction Law Code have been extended and elaborated on over the past five years in a political effort to speed up the designation of building land, this last in order to provide more space for housing and to come to terms with the particular sit- uation in east Germany. Many regard the changes involved as a departure from the demands of the eighties for increased agglomeration in core areas, and fear a return to out-of-town development at the expense of nature and the landscape. However, a close look at the new regulations reveals that they take new planning theories and justified practical demands into consideration, such as the calls for cooperative administrative handling, strategic planning and implementation, public private partnership and greater autonomy for local councils.%Bau- und naturschutzrechtliche Entwicklungen haben den Kommunen mehr Spielraum für die städtebauliche Entwicklung beschert und die Belange von Natur und Landschaft zurückgedrängt.
