Most democracies still welcome resident noncitizens as globalization progresses. But some have been more welcoming than most, and extended to resident noncitizens the right to vote. In Old Nations, New Voters, SUNY political science and international studies scholar David C. Earnest examines why these democracies have made this bold leap, and what factors might keep other democracies from emulating them.
