The Royal Norwegian Air Force's top priority is the replacement of its fleet of F-16 jet fighters. Norway will purchase 52 F-35s (28 have already been authorized), which will begin entering service in 2019 as the F-16s are gradually phased out. The government announced on November 20, 2008, that the F-35 Joint Strike Fighter (JSF) beat out the Saab JAS 39 Gripen in the competition to replace its F-16s.
