1. SCG (Strategic Co-Ordinating Group): Strategic is the commander in overall charge of each service, responsible for formulating the strategy for the incident. Each Strategic respresentative has overall command of the resources of their own organisation but delegates tactical decisions to their respective Tacticals. The chair of Strategic is a police responsibility. During Operation Endeavour, the SCG was based in Merseyside's new joint Police and Fire Command and Control Centre - the first operation on that scale to take place there (more information on the JCC will be in a forthcoming issue of FIRE).
