The Events of 11 September 2001 marked a turning point in the challenge posed by terrorism and prompted the Government to build up its resilience capacity to ensure that the level of public safety is maintained and improved and that the nation is well equipped to respond to the increased risks. This work involved a reappraisal of the response capacity and capabilities of the UK's emergency services. The New Dimension programme was established to improve resilience capability within the fire and rescue service. The Civil Resilience Directorate in the Office of the Deputy Prime Minister (ODPM) is responsible for this work. A project team drawing on existing expertise in the fire and rescue service has been established to manage the programme, which has already led to resilience being increased.
