Improving The abilities of the emergency services and the Government to deal with major disruptive incidents, such as terrorist attacks or flooding, is the central aim of the Civil Contingencies Bill, which was introduced in Parliament on 7 January 2004. The Bill sets out the roles and responsibilities of the emergency services and other so-called 'responder bodies' in planning for, and responding to, localised major incidents or catastrophic emergencies. It also proposes the establishment of local resilience forums, through which responders can work together, and a system of regional nominated co-ordinators ― specialists who can deal with a particular kind of emergency. In addition, the Bill seeks to update the emergency legislative powers available to central government. For example, it will enable the introduction of egulations for preventing or controlling an emergency, or mitigating its effects, in the area of the UK that is affected.
