Capt Peter Hall arrived in Gibraltar last August to take up the combined position as CEO of Gibraltar Port Authority and Captain of the Port. The roles had traditionally been separate, but the chief minister and his transport team have been seeking to shift control of the port from a government department to a publicly-owned, independently-run port authority with a commercial focus.rnIn his previous posting, Hall was involved in the transfer of the facilities at Avonmouth and Portbury docks from Bristol City Council to independent operation. "I've seen the excitement and gains in efficiency. This is not privatisation but it is an important step away from the government." The taxpayer no longer has to fund a port. "The demands of a modern country compete with one another. This way the port can do what it does best without seeking approval from the council."
