'Mega burden' looms over salvors and owners

But while the UN Convention on Safety of Life at Sea (SOLAS) has reduced the loss of life by initiating ship design and operational improvements, salvors are concerned that when accidents do happen, regulations focus on prevention rather than on managing the aftermath.
