The different branches of industry and environmental organisations all publicised their positions ahead of the vote at first reading (co-decision procedure), on 7 October, in the European Parliament's Environment Committee on the energy-climate change package proposed by the European Commission in January 2008. The votes concerned the reports by Avril Doyle (EPP-ED, Ireland) on the amended draft directive establishing the European Emission Trading Scheme (ETS), Satu Hassi (Greens-EFA, Finland) on the draft Council decision on burden sharing by the member states (for sectors not covered by the ETS) and Chris Davies (ALDE, UK) on the draft directive establishing a legislative framework for carbon capture and storage (CCS).
