Commission sets emissions can for 2013

The European Commission adopted, on 22 October, a second decision that brings to 2.039 billion the maximum allowances under the EU's Emissions Trading Scheme (ETS) in 2013, the first year of the 2013-2020 commitment period. On 9 July, it adopted an initial decision setting a cap on the basis of the activities covered by the ETS during the 2008-2012 period.rnThe new decision adapts these data taking into account that the revised ETS Directive (2008/101/EC) coversrnadditional industrial sectors (bulk production of organic chemical substances, hydrogen, ammonia and aluminium) plus additional greenhouse gases, such as nitrous oxide from the production of nitric and adipic acid and perfluo-rocarbons from the aluminium sector. The 2013 cap for aviation, which will join the scheme in 2012, will be set in a separate decision.
