This paper deals with the problem of controlling linear plants in the presence of constraints on the control input. According to these constraints the rate as well as the magnitude of the control input are not allowed to exceed given values. A pole placement regulator is designed and shown to achieve the following performances: (a) for any bounded reference sequence, all the closed- loop sequences are globally bounded, (b) in the case of a constant reference sequence, which is compatible with the constraints, one has: (i) the input amplitude and rate stop saturating asymptotically and (ii) the output tracking error vanishes asymptotically.
