An Inside View of the CAP Reform Process: Explaining the MacSherry, Agenda 2000 and Fischler Reforms

Arlindo Cunha, one of the senior authors of this book, brings considerable insider knowledge to the reform of the EU's Common Agricultural Policy (CAP) in this book, as he was Portugal's Minister of Agriculture during the MacSherry reforms of the early 1990's. He was also on the EU delegation during the WTO ministerial conferences from 1999-2003 including the key Seattle and Cancun conferences. In this book he shares his unique insights, experiences and knowledge on this important subject. The Common Agricultural Policy still makes up a large proportion of the total EU budget and was a massive 42 per cent of the total EU budget in 2008. As the European's Union's most costly common policy, agricultural policy will continue to remain a vital topic for EU and global policymakers as we face the environmental, resource constraints and food security challenges of coming decades. We are provided insight into the uncertainties that lie ahead in the post-2013 reform process as the CAP undergoes crucial reforms.
