摘要

The Paris Agreement is not the breakthrough towards more global environmental justice hoped for by many poor and climate vulnerable developing countries. It has given the world hope but does not yet provide for the legal and technical tools to prevent dangerous anthropogenic interference with the climate system. In most areas it only outlines a broad framework for further substantive decisions and most of the work to develop the necessary processes, structures or mechanisms remains to be done. In this connection, fundamental disagreements between UNFCCC parties, in particular related to the historic responsibility for climate change, that have not been resolved in Paris will continue to haunt climate negotiations in the years to come.
