Strategic Theme E - Climate Change, Environment and Disasters The Progress of the Climate Change Adaptation and Mitigation Measures in the Transport Sector Following the Paris Agreement

The countries' experience in relation to climate change mitigation and adaptation is essential for updating the available international knowledge, which forms the basis for implementing any task aimed at reducing greenhouse gases and/or adapting the road infrastructure to a changing climate. The mitigation strategies are very focussed on the technology used in vehicles, which should comply with more stringent regulations with regard to GHG emissions, as well as on the incorporation of hybrid and electric vehicles in order to achieve zero emissions from road transport in the near future. Adaptation to climate change in order to increase the resilience of the road networks and road assets is increasingly becoming a priority task for countries. The following aspects are key to their success: 1. planning for adaptation to the impacts of climate change, as a proactive measure rather than a reactive one, is the best way to ensure the resilience of the road networks and infrastructure, and will doubtlessly make it possible to reduce the costs of repairing/reconstructing the infrastructure affected; 2. attention to the risks posed by climate change should be part of everyday work during activities such as the planning of roads as well as their maintenance and operation; 3. resilience to extreme weather and climate change should play a part in investment and conservation programmes for road organisations as well as in their decision-making processes. This document solely presents a partial picture of international practice based on the national reports provided for the strategic orientation session in Abu Dhabi in 2019.#
