Small and medium sized enterprises (SMEs) are to get a helping hand to comply with EU environmental requirements in future under a programme that the European Commission is due to adopt imminently - but without a special fund to back it up.rnThe Environmental Compliance Assistance Programme for SMEs (ECAP) was due to have been adopted at the end of last year but was not ready within the Commission's Environment Directorate General until June. Then DG Enterprise and Industry insisted that ECAP be released alongside its review of its general SME strategy and both documents were now due to be cleared via an internal written procedure on either 5 or 8 October.
