UK local authorities that use surveillance powers to see whether people put their bins out a day early are to have their powers curtailed, Home Secretary Jacqui Smith proposed this month.rnFollowing widespread dissatisfaction at the extent of official surveillance, the plans are set to reverse the expansion of a surveillance society.rnCouncils will not be able to use covert surveillance on householders suspected of a "relatively minor offence, such as littering and leaving waste out for collection early," the Home Secretary said.
