US: New chemical safety rules demand safer technology

Senator Frank Lautenberg (Democrat, New Jersey) introduced two new chemical security bills on 22 January that would introduce risk assessment requirements and mandate the adoption of new technologies and chemicals, a move that has drawn the ire of industry groups that contend such a mandate is unreasonable and unnecessary. Lautenberg's two bills seek to revamp and expand the existing chemical security rules, the Chemical Facility Anti-Terrorism Standards (CFATS), which has been under fire since a November 2011 internal memo detailed a long list of troubles with the Department of Homeland Security program.
