The testimony contains the comments of NIOSH regarding the proposed rule onprocess safety management of highly hazardous chemicals. Topics specifically covered in the testimony included allowing the use of alternate methodologies for process hazard analysis relative to computer modeling, and comments on engineering design improvements that have resulted from hazard analyses. The latter included provision for bag disposal within a ventilated hood, the replacement of a seal with one which was much more effective around the axle of brake linings, and the redesign of hospital sterilization equipment.
