Commission criticised over plastic bag proposal

The European Parliament's Green group and the European Environment Bureau (EEB) have both slammed the long awaited European Commission's legislative proposal on restricting the use of single use plastic bags, which was finally published on Monday (4 November). The paper, identical to the one leaked at the end of last month (see EE&PL. October 30, 2013, p1-4), instead of introducing charges, bans or even reduction targets, just says that countries can use a "broad range of instruments" such as taxes or levies to reduce the use of plastic bags.
