It is now up to the Scottish Parliament to consider the government's plan to put a charge on single use carrier bags from October 2014. The proposal was first put forward by Scotland's Environment Secretary in June. If the draft regulation is passed, it will require all retailers to charge a minimum five pence per bag to reduce the 750 million single use plastic carriers used in Scotland per year. The money raised will not go back to government, hence it is not a tax, but retailers will be expected to donate net proceeds to "good causes."
