A 10 pence (10p) levy on plastic carrier bags distributed in Scotland could be in place within two years if a member of the Scottish Parliament has his proposed bill adopted.The bill,from MSP Mike Pringle,is scheduled to be debated this autumn.Pringle believes the introduction of a levy could lead to a 90% reduction in carrier bag usage,as has occurred in the Republic of Ireland.
