Finland submits long awaited packaging decree

Finland's much contested draft decree concerning packaging and packaging waste was finally submitted to the European Commission last week -and as expected, industry has slammed it for being too expensive, particularly over collection points (see separate story this issue). The draft, on standstill (a three-month period for objection and/or observation) until 17 October, sets higher targets than those in the EU packaging and packaging waste directive, notably: 1. By 1 January 2016, at least 90 per cent by weight of discarded packaging will be reused or recycled; and, 2. By 1 January 2016, at least 55 per cent by weight will be recycled, and at least 60 per cent recovered by 1 January 2016.
