Germany: Parliament backs changes to packaging law to strengthen dual system

The German Bundesrat (upper house of Parliament) supported two crucial changes to Germany's packaging ordinance earlier this month. On 11 July, the Bundesrat, representing the federal states, backed the 7th Amendment to Germany's packaging law which will close two loopholes in the existing packaging ordinance, namely by: 1. Forbidding the 'point of sale' solution; and, by: 2. Making it more difficult for self-complying schemes to exist in Germany.
