Democrats and Republicans on the Senate Budget Committee urged the administration March 11 to revise a key piece of the cap-and-trade proposal outlined in President Obama's fiscal 2010 budget request.rnAt a hearing with Energy Secretary Steven Chu, committee members on both sides of the aisle said the Obama budget plan to raise $646 billion over 10 years by auctioning all emissions trading credits will not pass the Senate.rn"I think a 100 percent auction is unlikely to happen," Sen. Debbie Stabenow (D-Mich.) told Chu.rnStabenow expressed concern with the administration's linking of climate change legislation to funding a new clean energy industry that is supposed to create thousands of new jobs.
