In a bid to better defend President Barack Obama's plans to set limits on power plant greenhouse gas emissions, 16 Democrats and two independents launched a new Senate caucus Jan. 14 that they hope will also pave the way for future congressional action on climate change. The effort includes senior Democrats such as Sen. Barbara Boxer (D-Calif.), who heads the Senate Environment and Public Works Committee, and relatively new arrivals to the Senate such as Sens. Cory Booker (D-N.J.) and Martin Heinrich (D-N.M.), as well as Edward Markey (D-Mass.), a former congressman who co-authored the cap-and-trade bill that cleared the House in 2009. The bill, however, died in the Senate in 2010.
