The Environmental Protection Agency has not provided adequate guidance to help states determine which water infrastructure projects qualify for American Recovery and Reinvestment Act funding for green projects, the agency's Office of Inspector General said in a report released Feb. 2.rnWithout adequate guidance, EPA regions and states cannot determine the extent to which these projects reduce energy and water use compared with projects traditionally funded under the state revolving fund programs. EPA also cannot determine whether these projects meet congressional objectives to promote energy and water efficiency and to encourage "environmentally innovative activities," the report said.
