Court Clears Detroit Plan on Water Agency, Including New Rules on Hiring, Procurement

Detroit will continue to operate its water and sewer department under a reorganization plan approved by a federal judge Nov. 4 that includes changes to collective bargaining agreements and procurement procedures (United States v. Detroit, E.D. Mich., No. 77-71100, 11/4/11). The plan, prepared in response to a Sept. 9 court order, "paves the way for the City of Detroit to establish and maintain compliance with the Clean Water Act and put an end to more than 30 years of federal oversight," Mayor Dave Bing (D) said at a Nov. 4 press conference announcing the plan's approval by Judge Sean Cox.
