Alack of stable leadership, the absence of standard operating procedures and goals, and a staff without proper skill and competency are among several problems confronting the Environmental Protection Agency's Office of Civil Rights, according to a report prepared for EPA by Deloitte Consulting. According to the report, which was released April 4 by the watchdog group Public Employees for Environmental Responsibility (PEER), some of the problems are: 1.inadequate adjudication of claims under Title VI of the 1964 Civil Rights Act, which allege discrimination against certain communities affected by EPA regulations;
