Arctic Countries Expand Cooperation With Other Nations, Sign Oil Spill Agreement

High-level officials from Arctic countnes expanded their cooperation with non-Arctic nations and launched an initiative to directly engage businesses in responsible resource development at a meeting May 15 in Kiruna, Sweden. The Arctic Council Ministerial also saw the signing of an oil spill response agreement and the creation of a task force on black carbon, although several observers were disappointed by the absence of a new agreement to reduce black carbon.
