With harmful algal blooms becoming a growing threat to the safety of drinking water, as seen recently in Toledo, Ohio, the federal state revolving loan fund should be funded at a higher level, a witness told a House panel Nov. 19. John Donahue, chief executive officer of the North Park Public Water District in Machesney Park, 111., said there is significant competition for SRF funding among the 50,000 to 55,000 drinking water utilities in the U.S. Donahue, who also is president of the American Water Works Association, said the association does not support the Obama administration's budget request for fiscal 2015, which would cut funding for the clean water and drinking water SRFs by $581 million from the current fiscal 2014 enacted funding level.
