Nearly a dozen challenges to a federal rule clarifying the scope of the Clean Water Act could become moot if the Republican-controlled Congress guts the regulation altogether, attorneys told Bloomberg BNA. "The easier path for them is to repeal the existing rule and that would make the lawsuits moot," said Julia Anastasio, who is the general counsel and executive director for the Association of Clean Water Administrators that represents state and interstate water officials in Washington, D.C.
