Deployment of new energy production facilities has been significantly slowed in some states by environmental justice concerns, state regulators said April 12. Ben Grumbles, secretary of the environment for Maryland, and Becky Keogh, director of the Arkansas Department of Environmental Quality, said construction of waste-to-energy and biomass facilities in their states were some of the projects that had been delayed.
