Environmental groups have standing to bring Clean Water Act citizen suit claims alleging that railroad discharged coal into Washington's waterways without national pollutant discharge elimination system permit, because: (1) even though groups are seeking relief for waterways statewide, groups must only establish standing for representative number of waterways; (2) groups alleged sufficient facts to prove that they suffered injury in fact caused by railroad's discharges to certain waterways, that injuries are fairly traceable to railroad's actions, and that injuries are redressable by favorable decision; and (3) groups alleged sufficient facts to establish that waterways they demonstrated interest in provide concrete factual context to be representative of remaining waterways.
