The Chemical Safety & Hazard Investigation Board (CSB) is drafting a first-time rule to mandate the reporting of accidental chemical releases, meeting a decades-old Clean Air Act duty to issue the rule and providing new data that observers say could bolster calls for switching to "inherently safer" processes as chemical facilities.rnOne environmentalist says the upcoming rule could provide advocates of inherently safer technology (1ST) -such as switching to chemicals that pose less of a risk when released - with new information to boost their push for facilities to adopt 1ST, a key issue as the House debates a chemical facility security bill. 1ST "is the best security measure and safety measure at the same time," the environmentalist says (see related story).
