EPA Deputy Administrator Hedges On Nutrient Trading In Chesapeake Plan

EPA Deputy Administrator Bob Perciasepe says the agency has made no decision on whether to develop a nutrient trading plan as a key part of its Chesapeake Bay cleanup strategy and the idea requires further study, while industry is warning that a trading program is essential to an affordable, workable Bay-wide nutrient limitation plan.rnPerciasepe told Inside EPA April 20 that the agency is still considering a nutrient trading plan as part of an implementation strategy to be issued after the publication of a Chesapeake Bay total maximum daily load (TMDL) for limiting nutrients in the Bay. Nutrient trading programs to date have mostly been deployed on the state level and have raised problems including jurisdictional limitations and verifying nutrient reductions.
