To Avoid Rescission, States Craft New Advice To Speed SRF Spending

A group representing state water infrastructure agencies has crafted a series of best practices for officials seeking to speed up spending of EPA revolving loan fund monies and avoid budgetary rescissions of unobligated funds that congressional Republicans have threatened. The Council of Infrastructure Financing Authorities (CIFA) presented its best practices memo at its fall workshop on state revolving funds (SRF), which was held in New Orleans Nov. 11-13.
